Lawmakersโ€™ to assess legislative progress, tackle proposals to entrench NGCDF, NGAAF in 2025 mid-term retreat

Lawmakers' are set to convene for the 2025, National Assembly mid-term retreat which will be held from Monday, January 27, 2025 to Friday, January 31, 2025 in Naivasha, Nakuru County.ย 

The retreat themed "๐˜”๐˜ข๐˜ณ๐˜ด๐˜ฉ๐˜ข๐˜ญ๐˜ญ๐˜ช๐˜ฏ๐˜จย ๐˜๐˜ฐ๐˜ถ๐˜ด๐˜ฆย ๐˜‰๐˜ถ๐˜ด๐˜ช๐˜ฏ๐˜ฆ๐˜ด๐˜ด:ย ๐˜ฑ๐˜ณ๐˜ฐ๐˜จ๐˜ณ๐˜ฆ๐˜ด๐˜ดย ๐˜ฎ๐˜ข๐˜ฅ๐˜ฆย ๐˜ต๐˜ฉ๐˜ช๐˜ดย ๐˜ง๐˜ข๐˜ณย ๐˜ข๐˜ฏ๐˜ฅย ๐˜ญ๐˜ฆ๐˜ด๐˜ด๐˜ฐ๐˜ฏ๐˜ดย ๐˜ญ๐˜ฆ๐˜ข๐˜ณ๐˜ฏ๐˜ต", will see lawmakers thoroughly review legislative milestones achieved during the first three sessions of the 13th Parliament as well as plan a road map for the fourth session.ย 

Top on the agenda is the consideration of legislative proposals to amend the Constitution to entrench three funds; National Government Constituency Development Fund (NG-CDF), Senate Oversight Fund and National Government Affirmative Action Fund.

The retreat will also serve as a platform for in-depth discussions on the nation's economic landscape. Dr. Chris Kiptoo, Principal Secretary of the National Treasury, is slated to provide an overview of the current state of economic affairs in the country in view of the increasing budgetary needs and the acute demand for service delivery by the public.ย 

This session is anticipated to shed light on the fiscal strategies ahead of the 2025/26 Budget cycle.ย 

Legislators will further review various critical legislations that have been passed by the House, in relation to the finance sector laws including the Business Laws (Amendment) Act and the Tax Procedures (Amendment) Act.ย 

Members will also be briefed on the implementation of key legislations underpinning Universal Health Coverage (UHC), including the Social Health Act and the Digital Health Act.ย 

Dr. Abdi Mohammed, Chairperson of the Social Health Authority (SHA), will update the participants on the rollout and operational frameworks of UHC, highlighting challenges encountered and the measures being adopted to overcome them.

Additionally, MPs will scrutinize the progress of priority bills such as the Parliamentary Pensions (Amendment) Bill, 2023, spearheaded by Hon. (Dr.) Makali Mulu, which is set for a final vote in the Committee of the Whole House.ย 

Other key stakeholders invited to the retreat include the Secretary/Director of Pensions in the National Treasury, Mr. Alfred M. Kagika; Dr. Dan Gikonyo; former Member for Kipkelion East, Hon. Joseph Limo and former Nominated Member Hon. (Prof.) Jacqueline Oduol.ย 

The meeting shall also review the performance of Kenya in the EAC Inter- Parliamentary Games, with the 14th Edition having been hosted by Parliament of Kenya from 7th to 18th December 2024 in Mombasa County, with key focus on how the games can be used as an avenue of enhancing EAC integration.ย 

The retreat will bring together the Presidium, leadership of the House, the House Business Committee, Chairpersons of Committees of the House, and all Members of the National Assembly.
