Senate ICT Committee hails Uasin Gishu County’s Revenue Management System

The Senate Standing Committee on Information, Communication, and Technology (ICT) Committee visited Uasin Gishu County today to assess the county's revenue collection and management system, Sisibo Pay.
The visit is part of the Committee’s inquiry into the status of the Integrated Financial Management Information System (IFMIS) and other county revenue collection management systems in Uasin Gishu, Elgeyo Marakwet, Trans Nzoia, and Bungoma counties.
The Sen. Allan Chesang-led Committee expressed its satisfaction with the Uasin Gishu County’s revenue collection system's progress, urging the county to continue its digital transformation efforts to mitigate the pilferage of public funds.
"I want to thank Uasin Gishu County for having a revenue system unlike other counties where CECs take oaths to collect revenue manually," Sen. Chesang said.
"The system is not perfect but will improve with time. Even the national government has challenges. But we encourage digitization,” he added.
Sen. Samson Cherargei (Nandi), a member of the committee, emphasized the importance of automating all revenue streams to maximize collection. He urged the counties to “leverage technology and streamline their revenue systems to prevent revenue leakages."
Senator William Kisang’ (Elgeyo Marakwet) counselled the County Executive to take advantage of the Konza Technopolis facilities to ensure that the platform has a disaster recovery plan.
Uasin Gishu County Governor Jonathan Bii welcomed the Senate committee's visit, stating that, "This is an opportunity for us to show that what we are doing is right."
He informed Senators that the user-friendly system has successfully mapped over 44,000 businesses, facilitating cashless transactions and enabling real-time revenue tracking in the county.
While acknowledging the progress made, the ICT Committee underscored the need for further optimization, drawing inspiration from the best practices implemented in Bungoma and Kwale counties.
